The process is quite easy, you can download these programs on the Internet, and you can immediately use the program, and of course your iPod Touch must be connected to pc using usb cable iPod touch.Here I will try to explain the steps:
1. Make sure the USB is connected to a PC iPod.
2. Go to the icon Synchronization, which is the third icon on the left, press the Arrow sign IPOD -> PC to download the package from Cydia to your Cyder.
3. Then select the Settings icon, the bottom and check "Refresh sources at startup", then exit and restart his Cyder programs. Now Cyder has ready to use. Views cyder will be 4 big icons on the left:
* Source, the form of a working Globe icon to add or remove a source or repository in our ipod
* Package, a book with Signs Icon X
* Syncronatization
* Setting
Below is a form of Source Cyder in our iPod, if you want to add a new Source or Repo, just add the repo in the box below and click the PLUS sign and OK

Later will be reloading by itself.
Package with a big X mark icon functions to find the program in Cydia, can be sorted by category or we sort it all down to find what we seek, or can also use the Search facility provided under the Package box. If you have then click on the image HARDISK lived below to download the package =)
The next icon is Synchronization. Here serves to synchronize the program or repo that we have or we add the download before, from the PC to the iPod and from iPod to PC.
Look at the picture above for an explanation below, there are 3 box above :
* Local Cache : In this box are stored programs that have been downloaded in the Package, here I try to download the IPRC Zoo Theme, Ac milan and the Spongebob theme.
* Cydia Cache : Same as Autoinstaller Folder
* Autoinstaller Folder : Programs that have been downloaded, posted on the Local Cache must be included in this box, just click the Green Arrow into this box, if it can not be included, let loose and plug back the USB cable from iPod to PC and then try again.
If the program has entered into AutoInstaller Folder, then the next step Click the Arrow PC -> IPOD.
If completed 100%, then restart your iPod and see if it has entered into your ipod? =) Try to respring on your ipod SBSetting to see the changes.
That's how to use Cyder program, a program that allows you to download the program and enter a new repo into our Cydia ipod without using WiFi connections =)
