For me, this has been the fastest way to get back all the apps I
had installed on an older or slowed down OS.

EDIT: deb files are stored temporarily in /var/cache/apt/archives.
Since this used to be a question thread…
Even cooler would be an app for OS X like Cyder for Windows.
I'm gonna try to install Cyder via Crossover when I'm at home but
still… I'd prefer another solution. So if you have an OS X app that
downloads deb packages, please hand it over :D
EDIT: Cyder works superb with Crossover…. I ♥ it!
