Creating a Cydia Repository in Windows is really manual and requires a lot of things to do so.

Requirements:
DEB Making Skills (Guide)
Really Good WebHosting
WinSCP (4.2.6 +)
7zip
HashCheck Shell Extention

1. The DEB
A. I already made a deb tutorial here. This is also in Windows.

2. Setup
A. Make a Folder on Your Desktop called "Repo" or "Cydia". Doesnt matter.
B. Inside that Folder make a folder called "debs". Copy your DEBs in this folder.

3. Packages Files
A. Make a New File in the "Repo" folder called "Packages" without an extention.
B. Inside the "Packages" File, copy all the contents of your control file into it.
(You can use Notepad or Wordpad for this)

C. Make a New Field called "Filename:"
This field here tells cydia where the deb file is.

For Example said:

./debs/yourdebnamehere.deb

Here's mine
Filename: ./debs/2x.nu.csdev.xpref_1.2.5-2.deb

D. Make a New Field called "Size:"
You get this by Right Click -> Properties on your deb file. Then where it says size copy the number in parentheses and NO COMMAS.

My Example:

Quote

Size: 31776

E. The last field to add is "MD5sum:"
You had to install HashCheck Shell Extention first. Then Right Click -> Properties -> Checksum Tab.
Copy the text next to MD5.

My Example
MD5sum: 439d71aebd32744b8bc9dbc71592afad

F. Your Done with this file now save it.

Here is how mine looks like, yours should be similar to mines.

4. Packages.bz2 File
A. Open up 7zip and Make a bzip2 archive out of the Packages file

Your Directory:

5. Release File
A. Make a file called "Release" without extentions.
B. Copy the text in but replace it with your info
Origin: CS Development
Label: CS Dev Repo
Suite: stable
Version: 1.0
Codename: tangelo
Architectures: iphoneos-arm
Components: main
Description: The Official CS Development Repository. The first and only repo created in Windows 7.

More Information on this:
Origin: Name of your repo
Label: Header when the user taps your repo
Suite: stable
Version: 1.0
Codename: stable
Architectures: darwin-arm
Components: main
Description: Description of your repo

C. Save the file

Directory structure:
Posted Image

6. Upload to WebHost
A. Upload your "Repo" folder to your root directory
Mine is at; http://csdev.2x.nu/repo/

7. Add Source to Cydia
Add your source to cydia and hope it works

8. Test Packages
If your source worked successfully then install your package and hope that works.

If everything works, then you made your first repo in Windows.

Which host is good for a repo as I know that some of them shutdown the domains that are used for repos.

@SoSly. I highly recommend TheForumForge. They are seriously the best. I use them for a few of my websites. And they allow just about anything as long as it's legal. Here's a link: http://theforumforge.com I would post my affiliate link but is that allowed? Use that february code and the hosting is only $1.25. :D
